Date: 25 November 2025

A workshop was organised for consultation on risk management and safeguards for Agri Stack. The Agri Stack initiative under the Digital Agriculture Mission (DAM) will address the fundamental gap of lack of reliable data in agriculture and empower stakeholders to focus on developing impactful solutions and services. It seeks to create an accurate, granular, and updated repository of key farmer details to facilitate easier delivery of agri services and benefits. However, operationalising Agri Stack is challenging.

The risks involved and the safeguards required have been described in a document ‘Risk Management for Agri Stack DPI Initiative’ by the Ministry of Agriculture and Farmer Welfare, Government of India. The aim of the workshop was to have consultations with stakeholders to ensure that the safeguards are practical and effective.

After the opening remarks by Shri Rajeev Chawla, Chief Knowledge Officer, Agri Stack, and a rapid walkthrough of the key focus risks for the day, there were four breakout roundtable discussions: (i) Trusted intra-government access and local data governance; (ii) Effective platform governance; (iii) Strengthening data subject rights and enforcing compliance; and (iv) Envisioning t0-scale usage and innovation through Agri Stack. The four groups shared their learnings from the breakouts, followed by an open discussion and Q&A session. The event has attracted a wide cross-section of stakeholders across the Government, startups, investors, academia, and think-tanks.
